They did say they were going to fine tune the way it works. And even if the catch rate is 6% that is about the same as tier 4 raids so mons will flee, raids will fail to get numbers, errors will happen and if people only get one pass the salt will flow. It's probably just an acknowledgement that these raids will have the extra step of needing the invite and hence having a good chance of catching in the event of getting a raid.
