Random Number Generator weirdness
Here is a good candidate for investigation by the good folks at Silph Road. Here is my Raikou data: I've seen 22, caught 15. Not a single one has had over 89% IV's, although I have 3 with 89% IV's.
I have calculated that the odds of finding 22 random Raikous with not one over 89% IV's is around 2%.
By the way you may wonder how I know that the ones I didn't catch weren't over 89% IV's. The lowest CP for a 90+ CP Raikou is 1883, and all the ones I missed are below that. My highest CP capture is 1891 CP, but is is only 89% IV's (15/15/10).

I play on an iPhone 5s as well and always seem to be the last one joining in on Raids. I've only seen 2 Legendaries out of all of them over 90% IV. Both Lugias actually. Caught a 91% 2039 CP and had a 2046 run from me 2 weeks ago. Never seen any others above that percentage and I even have a 100% capture rate on Zapdos, 11/11. I know because I have the CP charts for all Legendaries showing the minimum CP for 91%-100% IVs.
In a game with so many occurrences, it's easy to look for and find some patterns...
That said, and I have no way to prove this, and it would take a huge amount of data, I "feel" that overall for all players, everyday, everywhere, RNG is really random. BUT, for some players on some days, the randomness is altered. An example of hints of this (not an evidence of course) is doing mass evolves and getting the same moves over and over again. It's like there is some inertia in the RNG sometimes... frankly that would be a great idea by Niantic, makes the game more mysterious and makes us feel lucky or unlucky.

People don't understand rng and sample size. Everyone is trying to find a pattern or order to randomness when there is none. This is not surprising, however, because it is human nature to look for patterns; we don't want to accept randomness and that is why we cling to archaic belief systems and superstitions in the hope that we will be rewarded.
