Pokemon not spawning despite being on nearbys

I'm on holiday and no Pokemon are spawning, they are appearing on my nearbys but when I go to the stop nothing is there. I can still spin stops and gyms though, anyone know what my problem is?

Happened to me today.
Restarted the app and they came back.

Have you reset the clock and time zone to the appropriate region?
If you have done it you are going to think it is a silly question...but on the off chance this is the problem then you will be glad I asked.
