Gengar help against mewtwo

So i have 3 gengars and given that dust is so limited, I will probably only power up one later to face mewtwo.

1 Gengar 91.1 (13att/15/15) with shadow claw, lvl 23
2 Gengar 82.2 (15att/8/14) with shadow claw, lvl 23
3 Gengar 100 (15/15/15) without shadow claw, lvl 20

Is shadow claw really that much better than hex? obviously I would prefer to power up the 100% one, but it seems everyone loves shadow claw. If it is, does the attack stat have to be 15?

Based on articles I've read, you'll need to power up a shadow ball gengar with Def15&Sta15 to level 32 to survive taking 3 confusions in order to get the shadow ball off. The difference between getting off the shadow ball is between being good and terrible.

Based on attack break points you'd need to power up #1 to lev 33.5 and #3 to Lv 31.5 to get another fast point. But you'll get many more shadow claws in compared to hexes.

Wouldn't the ability to get off a Shadow Ball before fainting depend on the Gengar's fast move as well due to their different energy gains?

3 Confusions already deal nearly massive damage to Gengar. 1 Shadow Claw could charge a Shadow Ball.
