Tyranitar power-ups and the rest of my possible Mewtwo raiders

So I have these Tyranitars and am thinking about how to use my resources. Any thoughts? I've also done inventory on my other potential Mewtwo raid attackers, if anyone has any of thoughts regarding which of those are worth candy/stardust.

BlackFrancis - B/C 95.6% (S13-A15-D15) Level 33.5, 3314 CP — First one from a hatched Larvitar, all others are from raids IanMcCulloch - B/SE 91% (S12-A14-D15) Level 30, 3112 CP Lou Reed - B/C 95.6% (S15-A-15-D13) Level 20, 2087 IT/FB 88.9% (S13-A12-D15) Level 20, 2063 CP — Haven’t TM’d since I have better ones to power-up.

As candy comes in, I figure getting Lou Reed up around 30 is the most resource-efficient priority. Following that, I’m wondering if I should try to get the ones I’ve already powered-up higher (I’m level 35), or just work on getting more of my raid specimens up to 30 with good move sets even if they aren't quite as stellar IV-wise. (Candies are currently the more limited resource than stardust.)

I could level No. 2 up to 30. Given the low IVs, it doesn’t seem worth pressing them above that. Outside of the fire and ice event, I haven’t caught many Houndours and only have 40 or 50 candies. My best Houndour is 82.2% level 23, so I’d need more candy to evolve and power-up that one. (Granted we might have a bit of time until Mewtwo happens.)

(Only 3 candies, so probably easier to level-up this one a few steps than try to evolve another one. My only other is a 100IV Bullet Punch/Iron Head that’s at 30.)

Probably not worth using for this guy, but I’m thinking it wouldn’t be a terrible idea to line up a good level-30 Gengar or two. I also have a level-18 97.8% (S15/A15/D14) Ghastly and three good level 20s from hatches: 93.3% (S15/A12/D15), 91.1% (S13/A15/D13) and 89.9. So I could evolve and power-up those. I have 537 candies.

Long post.
I guess it depends upon how much dust you have. I'm conservative and try to invest in mons that can be used for multiple raid bosses, regardless of whether they're an "S" attacker. I'm okay if they fall into "Good". As long as I've got 5/6 level 30 and above and one anchor per raid boss, then I'm good. You've got a great team assembled there, but I try to avoid niche attackers unless they're my favorite mon, then I don't care.
Side note- loved Echo and the Bunnymen. Can you ask Ian McCulloch how his solo career worked out for him in the 90's?
