I don't think there is a fixed formula, because it depends on location. When the scanners were still working I checked random places in the US because I'm curious and higher evolved forms seem to be much more common there than here in this German town. I caught over 20,000 mons and while Eevee is quite common here I never saw any of its evolved forms in the wild.
Spawn rates for evolved pokemon
Is there a formula for how often evolved pokemon spawn in the wild relative to their unevolved counterparts? For example, a Drowzee nest seems to spawn occasional Hypnos at a higher rate than Hypnos spawn elsewhere. Is there a formula or any research on how many Drowzee spawns would be expected for every Hypno spawn?
I live near water, and a water pokemon spawns at my house once every hour. The most common ones are Magikarp, Poliwag, Goldeen, Staryu, Psyduck, and Slowpoke, with Dratinis being less common, but still appearing on a regular basis (used to be about one per day, but recently seems to be more like 2-3 per week). At the same location, I have caught probably 4-6 each of Slowbro, Starmie, Golduck, Seaking and Poliwhirl, and three Dragonairs. I have not yet seen a Dragonite, Poliwrath or Gyarados spawn at this location.
So, I'm wondering how many Dratini spawns I could expect to see before encountering a wild Dragonite. Of course, the same question could be asked about any evolutionary line; for example, how many Pidgey spawns are there for every Pidgeotto and Pidgeot spawn?

Eevee's biome/habitat is definitely different from its evolutions.
For example, I've caught at least 6-7 Vaporeons by the waterfront where I live. But I never ever see Eevee down by the water, and it's actually quite rare by me.
I've caught at least 6-7 Flareons as well, but all in midtown NYC by Rock/Electric Spawns. Eevee is also quite rare there.
Yes, this is definitely true. I've grinded Dratinis hard by the waterfront near where I live.
I've caught 313 Dratini, and 20 Dragonair (in addition to the 8 I've evolved) - have never once seen a Dragonite or even heard of one being seen. A ton of Golducks, Plenty of Vaporeons/Slowbros and a few Poliwraths, though.
The only Dragonite I've ever seen in the wild was in the city.
The game seems to treat Dragonite as alegendary like Snorlax and Lapras. They don't play by the same rules
Funny you said something about Dratini spawn rate - I'm convinced that by me it's gone down significantly. I used to go out for a 2-3 hour grind and I'd pick up at least a few per hour, sometimes 5 or 6 and a Dragonair or two.
Now I go out for a few hours and if I see more than 1 per hour I'm lucky.
