Which Lapras to level or continue to level?

Your FB/Blizzard Lapras already has a higher CP than my 80% one that I have been slowly powering up since I hatched it about two weeks into the game. Mine is currently at 2317. I think that one is fine where it is. Like GS1 said, it will plow through multiple Dragonites as-is. Even though I usually hate the advice of "wait for a better one", I think it applies in this case. The one you have will do the job really well. And if you get lucky again, you'll already have the candies in the bank.
Same here with FB/Blizzard. Got a 76 IV 2240 CP one and it destroys multiple defending dragonites. Caught him in a casino by the river. Haha.
As for the advise "wait for a better one" which I believe in, it probably mostly applies to egg hatchers (incubator buyers). Hatching is a big part of my game and you will get high IV mons eventually doing that. Trainers relying on mostly wild mons without spending money should probably drop their IV threshold. I guess from now on I should ask trainers what their buying habits are before I give advise on waiting or powering. Thanks for the insight.
I go through phases with my incubator buying habits. After hatching my 5th Onix in a row or my 10th Paras, I'll swear off giving Niantic any more of my money. Then, my egg basket will be full of 5Ks and I'll buy a bag of coins to clear them out in hopes of nabbing a 10k. I have noticed, though, that the IVs of hatched mons seems to have gotten lower. I seem to recall that most of my hatches early on were 'amazing'. But lately, most of them seem to be 'strong'. But even so, they are consistently better than most wilds. Those, especially the high CP ones, are almost always garbage.
Now that you mentioned it yes I do notice the hatched mons having lower IVs than before. Also notice wild ones having lower IVs. It seems to be across the board. A couple of nights ago I finally decided to evolve a level 9 dratini with 96 IV that I had in my bag since September because of the dearth of good IV dratinis in the wild recently. Got DB/DC! Cost me a lot of dust and candies to bring that bad boy to over level 30. I still got a group of 90%+ IV low CP dratinis that I'm holding since August and September. It's not looking good on finding high IV dratinis anymore. Maybe my dratinis will be worthy of trade when the time comes
Thanks all. Was thinking the same. The appraisal of the CP 2515 Lapras with the “Overall, your Lapras may not be great in battle…” vs my other Lapras with the “Overall, your Lapras simply amazes me…” was the factor that was making me rethink which to level. CP 2515 Lapras it is! The other will be relegated to a walking buddy.

Depending on your level, you can catch big lapras in the wild and if you're lucky it'll be good IV.
Lapras with dragon-pulse is awesome as a defender because no one can resist dragon attacks. Unlike ice, which can be resisted by even arcanine and such.
Only invest stardust on gym defending pokemon so that you'll have highest place in Gyms. Its okay to have low CP attackers.
Except that STAB cancels out resistance so ice moves are still better on Lapras over Dragon Pulse, plus because of the type advantages.
Dragon is only super effective against dragon, which ice is too, has STAB, and also means it can be double super effective with the right typing e.g vs dragonite.
Dragon Pulse is only better against Pokemon that have double resistance to ice moves that aren't steel type, since steel resists both, since you'll be doing 1x damage with dragon moves while you'd be doing 0.8x with ice moves, 1.25x from stab and 0.64x from double resistance
