Should Trainer Level matter beyond Pokemon Max Level
I was thinking about the original cartoon and how even with new pokemon different trainers were better.
Like for example, what if every 5 levels your pokemon did +1 damage on charge move. And for every 10 levels +1 damage on power move
So even if a level 20 trainer was using a level 20 zapados, a level 30 trainer using the same level 20 pokemon would preform better to reflect that synergy of pokemon and trainer.

It really depends on your area
Low activity area: quantity
On the other spectrum: a highly active area: 18-20 people on a zapdos raid. Never used more than 3 pokemons in a zapdos raid. It is basically everyone competing to do as much damage they can with 2-3 pokemons. I'd rather have a lvl 36 golem to start with and do some competitive damage.
