For raids ATK is the most important IV, however in some cases it's not as important (depends in what you are using the Zapdos against), if having 15 ATK allows you to do 1 more damage (rounding, breakpoints and all that jazz) with your quick attack, then yes it's very important to have a 15 ATK IV, if it doesn't and you have one with better overall values, then go with the higher overall IV one, even if the ATK Stat is lower, another case is if you can supplement the ATK IV with some power ups, it needs to be calculated in a case by case basis.

How can I know the most proper IV distribution
I just have to aim for attack or priorize the weaker? For example, which is better in zapdos: a 15 attack (Stronger attribute) or a 15 hp (weaker attribute)?

This. You really need a spreadsheet to compare on a case by case basis, as changes to the IV dispersal (especially at different power up levels) will have different effects on different species for different matchups-- so it all really changes with each instance/species/matchup. For raids as he said before me, go with ATT value, in most cases. This guy is smart, he's looked into all this before, so he knows what he's talking about-- not just repeating things he's read/heard.
