I think that Zen Headbutt/ Dazzling Gleam will be a legacy move in the future so yes I think it's worth it. Whichever one has the highest iv or highest defensive iv at least change. I changed mine after I got a handful of fast tms to throw around. Who knows when the moves will change again so better now than never

There is NO REASON to use Blissey as a "tanky attacker".
I changed all my Blisseys to ZH/DG.
Why use Blissey in a raid?
Situation no.1 (Lot of players in raid)
- You beat the boss with your 3 of 4 mons, you dont need more.
Situation no.2 (Small group of players)
You are not helping, just hoping that others do the job. And if there is a really small group, you dont beat the boss, because of YOUR Blissey was in.
Situation no. 3 (10-12 players)
Better to try dodging some charge moves with your best counters to do the most damage. And you wont need that Blissey.
Use that tank just for defending.
This. It drives me ABSOLUTELY crazy when I see Blisseys in raids. Because they are not helping the team what so ever. You know what's worse? THE GAME AUTO SELECTS BLISSEY FOR YOU. I know this because I was raiding with a few people and some of them had Blissey auto selected for them! So the casuals think it's ok to have Blissey in there when it's not!
This is a great post! BUT the OP said as a tanky attacker, did not mention they were necessarily using it for raids. You forgot the last scenario where they could have been implying they were using it for attacking gyms, which I sometimes do to conserve potions, and which I did when I interpreted this post, as Blissey gets so much heat on here being used in raids
The reason to use Blissey during raids is because sometimes it's the only way to survive the game's glitches. I've had multiple raids where I've dodged every charge attack, but got dodge glitched with all my fighters, then when I needed to rejoin the fight with a second set of six attackers, the game lagged and lagged and lagged, then crashed. So the rest of the group finished off the raid boss while my game was restarting, and I got nothing.
Now I always make a Blissey my 6th attacker. I literally cannot rejoin a fight, so I have to survive with my original six, and a Blissey at the end is often the only way to do that. Either you had enough people to win anyway, or you didn't, and that Blissey at the end won't be the deciding factor. Besides, better to attack with a Blissey for 90 seconds than something that gets dodge glitched after 15 seconds and completely removes you from the fight.
If you can beat the raid, I actually LIKE other people to use Blissey as attackers...
Since your bonus balls are dependent on how much damage you do, if other people come in with optimal counters, the boss will be knocked out before you break the 20% threshold...
I've noticed some people I raid with always gets less balls since they tend to use high CP mons from the old meta (Gyarados, Rhydons, etc...) so in some raids, I could get +3 individual, +3 team with a minority of players...
I'd TM in your shoes since you have tons of fast TMs and since a high CP Blissey can still deter people from attacking, esp if you are "done" with gyms for the day and need to get to +50 so you need a Blissey to stay there longer...
Also, remote golden razz can even make skilled/hardcore players stop attacking (I certainly don't bother since I value my time more) and they will probably come in with Machamps...
