I have one with 96% IV and the same moveset and I have him maxed out at my level (33), he is definitely a destroyer attacking, if you get dragon breath and either of the 3 charged moves I would probably power him up at least until level 30 and then go for another one. In my experience is not easy to get dragon breath (3 with steel wing until the 4th I dit not get dragon breath), but probably I am just not lucky ;)

A Dragonite with DB+HB is a beast, one of the top attackers in the game. I think you have read so many wrong comments and ratings about DB+HB and worried too much. My highest CP pokemon now is a Dragonite with DB + HB too and I'm really happy with him, sometimes he can clear 02 same level Dragonites with right dodging + spamming DB alone. So, power up your Dragonite then let him crush those hostile gyms.

if it has dragon breath absolutely it is worth to power him up till lvl 31-33 after that you can collect dratini candies for the next dragonite. hopefully you can get db/claw

Dragonite with DB is never sad, stop crying. But you dont really need to power him up, he's already pretty strong... actually stronger than most things that you have, i believe.

Seems like you got good access to dratini candies. I would save and wait. DB/DC is seriously badass and you would be extremely happy you waited for it. But your choice depends on your patience threshold. Remember this game has only been out for less than 5 months. If youre in it for the long haul and think you'll continue to play to level 40 there is no rush. Sure, it's tempting to power up subpar mons just to compete with others but the tortoise always beats the hare.
