Answers
Rhydon: No.
Vaporeon: No.
Gyarados: No.
Flareon: If it has great IVs and is already high level.
Alakazam: If you're swimming in TMs, go for it. If not, no.
Gengar: If you don't already have 2 good Shadowball ones, yes. If not, no.
Jolteon: Do it only if you can't catch a Zapdos over the next week, or failed to capture any. Discharge is fine too.
Kingler: There's currently no use for this guy. If he gets a better charge move, he might become a great water glass cannon.
Charizard: Using a TM would be a guaranteed downgrade.
Gengar for leading on Zapdos maybe? I'm also using mines for Lugia.
Rhydon- why? Stone edge is SE vs. Zapdos due to flying type.
Alakazam - yes, for various non legendary raids. Shadow ball can be good too :).
Flareon, charizard - just power up a Moltres if you are Valor. If not, why bother? :) (I am and I plan to max my best IV one after last raid).
Jolteon- I did, I got Discharge and I did not need it since :).
Kingler- you want to post a picture of youself on the thread with funny raid choices? :)
Gya- don't you have several gyas? No b/hp among your big/maxed ones? If no, yes, do it.
Vaporeon- no HP one? A lot of TMs? Then yes.
Your Charizard and vape's movesets might be preferable for PvP as they require minimal energy and have short cooldowns, which may allow for getting a hit off and switching while increasing the likelihood of dodging. I wouldn't touch that zard either way
Flareon and jolteon are the only two I would invest in; the others have solid or comparable movesets! Maybe Rhydon once Raikou is released? Alakazam already receives STAB on Psychic and you have a 1/3 chance of getting FS, and the legacy status may make it valuable as a trading commodity
