Raid boss CP?

I was under the impression that the raid boss CP was always the same and it was only the reward mon that had variable CP. However, these two photos would indicate differently. What's up with that? What is the relevance of the different CP?

FWIW, reward mon CPs were
12434: 1485CP (96%)
18813: 1465 CP (84-87%)

(PS these were taken 2 days apart so the 6/29 buff does not apply)

Gengar's raid boss CP is 19768. These were probably taken while the CP was being scaled down for the bonus challenge. If you took these photos, you're trying to deliberately be misleading, and if you're just posting these for a question, you're being misled.
