Is this Golem good enough to max?

Should I power up this Golem?
My question is mainly regarding its IV distribution?
(its overall IVs are very good, but im wondering about its attack stat etc)

LvL 20
96% IV:
13 Attack
15 Defence
15 Stamina

Mud slap
Rock Blast

I plan to TM its quick move to get double rock if i went ahead and powered it.
Dont think its worth trying to roll stone edge.
I can just fast tm to guarantee a good result with just 1 TM

If you don't have another maxed golem then yes.

I had one lvl 30 with Double Ground moves
89% IV

Planned to lvl up another for pure rock with spending minimal TMs

Is use a Fast and a charge on the double ground as well you'll be guaranteed double rock, and there's no use for double ground golems. And it's already leve 30, you won't waste stardust on it.

Why? If a double ground Rhydon is a great attacker into electrics and poison, why not a double ground Golem?
