Lapras vs Cloyster max CP

Lapras has a slightly lower base stat total AND a lower attack stat, yet somehow has a slightly higher max CP.
Is HP weighted more than defence in the CP formula?

I think it has to do with special attack vs. Physical attack of pokemon in the main series games.

No, but the product of two balanced number is bigger then the pruduct of 2 more different that have the same sum.
Extreme example:
1+100= 101
1 * 100=100

50 * 51 = 2550

CP is based on product as oposed to sum of base stats, that is why adding them is misleading.

Oh, didn't know CP was determined from the product. I have always thought that it was the sum of the ATT stat and the square roots of the DEF and STA stats, multiplied by some fixed number.

No, it's the product of those three multiplied with the cp_multiplier.
