I consider him the best ice pokemon right now because jinx is just too squishy, and has higuer attack stat than lapras and any other remaining ice pokemon having a good distribution in HP and Def stat

Yes, he is the best ice type pokemon. 2nd highest Atk, second highest def and 4th in Sta within the ice type...and it is a legendary!
The question is, are there enough situations where you would use an ice type? If you have plenty of stardust and don't have other useful candidates for the current meta, go for it!

I think it depends on each players.. I have yet to use Articuno in battles but have checked out both Pokemons stats... Articuno seems to be better but its stamina difference is huge if compared to Lapras. Attack and defence stats are only slightly higher for Articuno. IMO, personally I will prefer to use Lapras in raids and gym battles as the 80 stamina difference can caused a big difference in putting out another 1 or charged attacks..

Oh, by the way, I did a comparison in battlesimulator.. With exactly the same movesets against Dragonite, Lapras came out top most of the time.

basically, stamina continues to be bonkers.. pretty lame.

Edit: had to try out the battle simulation, u were absolutely right.

the only thing is that Articuno beats dragonite 2.4 seconds faster than a lapras would.

More Edit: Okay, Articuno is the best ice type according to the battle simulation. As ice beam and icy wind both did far better than lapras icebeam/blizzard. I guess cuz short animation means better dodges

Um, you forgot to test Cloyster. I'm 100% sure a FB/AV Cloyster is faster than Articuno, just slightly less bulk.

UMMM. FB/AV
cloyster wins in 8.403 seconds with 47%health
Articuno wins in 8.005 seconds with 67% health

..although it says ice shard wins a quicker at 6.5 seconds, with 57% health. still more health taken than with articuno

Yes! If you already have:
- High levels Lapras more than 2
- Many Jynx army with Ice moveset
And you leveling it from rare candy

i would not power it up. dont be fooled by the legendary hype. both currently available legendaries have fairly shitty attack stats.
powering up articuno will cost you stardust and most importantly rare candy. there is currently no need for anything more powerful an ice pokemon than a lapras or even a cloyster.

better wait for mewtu and ho-oh if you want some big legendaries at your dispense, articuno may be the best ice type attacker right now, but not by much. the gain wont outweigh the cost

Lugia is next level over Articuno tho. He's built like a german tank.

I'd say it just depends on what you have on your team...

If you powered up a Lapras in the 1st gym meta, then powering up an Articuno may not be as worthwhile...

If you are swimming in rare candies like some posters I've seen with 300+ and pinaping and transferring legendaries left and right, then yeah, taking another ice attacker is of no big consequence so you might as well bring them to 30 at least.

(0 legendaries here so far so no, not planning to power it up if I got one...maybe it it's extremely high IVs, but I'd stock up on a lot of rare candies first.)

No. Articuno is almost no different from Cloyster, apart from different dual typing and being a legendary.

I'm going to power up one of each of Articuno, Zapdos, and Moltres because:
1. I'm a proud Genwunner (who is growing to love gen 2, but it will never match the gen 1 nostalgia for me)
2. YOLO
