Impossible Lugia?

I got my gifted Lugia tonight and the IV calculators won't work for it. CP 1992, HP 133, Wonder, 15 for Attack. It's not just the GP calculator that doesn't work. I want to decide if it's worth my precious rare candies or if I should try to get a better Lugia, but I need more information!

The gifted lugias are wonky. Power it once and check the IV.

CP 1992 isn't going to be high

On second look I don't think that combo is possible from a lv 20 raided Lugia.

Here's mine at 1992. His highest stat is attack but it's 12. I think you need to check yours again.

Yours cannot have 15 ATT and that CP. so something is wrong.

I don't think the CP is reliable on the gifts. Apparently it corrects itself after a power up.

That could be because the combo he is describing isn't possible unless I'm missing something.

I'm certain I entered it correctly (had someone else double check). I did 1 power up, it took it to 2096 (and the screen displayed +104). Now the calculator works, 93.3%, 14/15/13. I think I will be powering this bad boy up!
