IMO i would still powering the 2649 CP, the moveset is the best and he can reach very high CP. I love mine and he is my main pick for defense (i prefer him than my Lapras 2600 CP IS/Blizz). Just now i reach 3k with him, so now i will start looking for a second fatty, but to attack (i just love Lick's speed and how fast it can charge a Body Slam).
Which Snorlax to Powerup?
I have a 2649 CP Snorlax ZH/Body Slam with terrible IV’s in the 50’s. I just recently caught another Snorlax 1270 CP ZH/Hyper Beam with terrible IV’s also in the 50’s.
Should I just powerup my new 1270 ZH/HB Snorlax from now on? Or keep investing in my 2649cp Snorlax to take it as high as I can?
I know it will take a lot of candies and dust to powerup the lower level Snorlax, but it does have a better moveset. Not that concerned over IV’s.

Lets make a comparison to Lick X ZH:
- ZH (12 Damage)
1.05s CD;
8.57 EPS;
11.43 True DPS. - Lick (5 Damage)
0.5s CD;
12 EPS;
10 True DPS.
Using BS as a example, with Lick you can reach energy enough to use BS in 4.17s, while with ZH you will need 5.83s. With Lick you can spam 4 or 5 attacks before a safe dodge (5x5 = 25 damage and 30 energy gain), while with ZH you can only spam 2 attacks before a safe dodge (2x12 = 24 damage and 18 energy gain). I would go with Lick/BS IF looking for an offensive Snorlax (or Lick/HB, but i prefer BS anyway).
I laugh at your "terrible" 50ish IV. I have a Zen Headbutt/Body Slam Snorlax at 2114CP who boasts an impressive 11% IV which is statistically harder to obtain than one with 90%+. Great moveset but silly low IVs sadly leaves him gathering dust in my Pokebox.
I also have a 2457 Lick/HB snorlax with 62% IV which I've decided not to power up either. He's definately a strong attacker, but unless there's a full lvl 10 gym I can't defeat with more effective attackers, he doesn't get any use.
Snorlax is great for defense with your moveset, and IMO his IVs are also good enough to power him up. I'd trade both my Snorlaxes for yours any day, and power that beast up.
I'm glad you found my rambling helpful! Indeed, my Snorlax could have been useful if I had nothing better to invest my stardust and candies in, and I just desperately wanted a good Snorlax asap.
As a lvl 25 pokemon he still has some unresolved potential, but even if I power him up to lvl 30, he will still only be as powerful as a lvl 27 Snorlax with 85% IV. Snorlax candy is scarce and I don't think it's worth spending 39 Snorlax candies to power him up just to get a 2500CP defender.
It might be a viable choice for short term profit, but in a meta where gyms are too easy to take down, I'd rather wait it out for one with better IVs which might benefit me in the endgame. Right now, it's just not worthwhile to invest that heavily in any defender, even if it's a Snorlax with the perfect moveset.
Glad to hear I'm not the only one catching low IV rares, Focke. I actually caught a 22% IV Dragonite myself, which turned out to be a quite usable attacker for a while at 2300CP with DB/HB. Generally all Snorlax/Lapras/Dragonite I've caught wild lately have had IVs below 50%.
