Lapras with questionable IV...

After 4 months, and merciless grinding (walking) I got my very first Lapras from the 10km egg. It has Frost Breath and Blizzard and IV is around 66%. Is it good or bad one? Does it have any use? Is Lapras decent/good one as an attacker with that low IV? I have 97.8% Dewgong with Frost Breath and Blizzard tho..I wonder is Lapras worth to power up... Thanks for advice!

It is the best moveset for attacking and significantly stronger than your Dewgong. IV's are not that big of a deal especially since your Pokémon has attacking moveset and it's still better than average.

It might take you another 4 months or even more to find another one and it's more likely to be with worse moveset than your current one. I'd say go for it, it's a beast attacker.

I know it must be difficult to not power it up but I think you shouldn't. Your Lapras has the best offensive moveset and will take down multiple dragonites at once. However, for attacking high CP is not necessary. It is even better not to have too high CP in case you want to level up a gym.
If you can, wait for another Lapras. Also, when you get another one which is better for defense (higher IV and ice shard as quick attack) you'll have enough candy to maybe even max it out.

I get what you mean, but Niantic can make gym level up faster again, plus I don't level up gyms if not necessary (just for my own Pokemon to make space). It's also unlikely that I ever get another Lapras, I live in small town (literally small), never seen single Lapras in wild, and here's only 2 Pokestops close to each others, so that's my reason why I rather power up, than wait for a better (or possibly worse one for me). I have made very bad choices at the begin of the game and I am doing them now as well, for sure, but if I ever get another Lapras, then I just power it up and I don't feel like using her as a buddy, so I can't probably max her out. Also, I am more into the attacking than defending. I let Vaporeon and Poliwrath take care of defending, however at the moment it's literally useless to defend anything.

According to the research done with IVs from hatching eggs (https://pokemongo.gamepress.gg/egg-iv-distribution) your Lapras seem to have ended up with the worst possible IVs from hatching an egg (10/10/10).

When it comes to moveset though, you were far luckier, and ended up with what I'd consider the best attacking moveset available for Lapras. In the end of the day, movesets are more important for attackers, while IVs used to be more important for defenders. I would power up the one you've hatched.

I own a 55% IV Lapras with Ice Shard/Blizzard which I've powered up from 1472 to 2083cp, and in my eyes it's worth it. It's definately my go-to attacker for taking down Dragonites and despite low IVs, I'm considering powering it up even further to make it more efficient at that job.

I have hatched a Lapras with 78% IV and FB+Blizzard, I decided to power it up and it's now a wonderful 2341CP dragon slayer! It can easily beat 3 high level Dragonites on the attack while still making for a great defender because of her CP and HP. So I'd definitely suggest you to do so! It might take forever to get another Lapras, let alone a better one.

You should keep your Lapras and power him up. He has the best ice moveset available in the game at the moment and also Lapras base stats are pretty good, so low IV's won't make much difference in his performance.
