Which good sandshrew to evolve?

One with 70 HP and 700CP, certainly caught her attention; the other with 71 HP and 685 CP, above average.

15 CP difference doesn't matter imo.
And HP isn't a good indicator. Haven't we had this talk before? Use the IV Calculator.

EDIT I have two high CP Koffings, but the one with 40 lower CP has 20% higher IV overall. Guess which one I'm going to evolve?

Funny you say that because I was wondering the same myself from a few weekends ago after reading some questions/replies from that user. I like to give people the benefit of the doubt usually though. :\

I don't necessarily know what I'm talking about though. Gotta be careful when answering when you "think" you know....that's why I don't always believe people. I try to pull info from many sources and see what the majority says.

Exactly. However, many seem to just hear some random piece of information from somewhere and take it as a truth and then spread it forward which is bad for the community.

Evolve the first one. Sandlash isn't really a very good Pokemon. I fight 20-25 gym battles/day and find that Exxegutor, Dragonite, Rhydon do most of the hard work.
Snorlax, Gyarados, Lapras, Magnamite, Golem sometimes.
For defense I usually use Snorlax or Vaporeon.

In general, you would only prefer a lower-IV pokemon over a higher IV one of the same type if there's a significant difference in level (which makes the extra candies to power the higher IV one too expensive to be worth pursuing).

This does not fall in to that case, so power the better IV one.

well... the best use for Sandslash is for training against fire or rock pokemon, so you want a low CP. Since attack contributes more to CP, and since Sandslash has lower base stamina than base attack, getting a Sandslash with low Atk IV and high Stm IV might be preferable to balance its stats a little bit. I haven't done the math to know for sure, but it could improve your survivability without raising CP as much.
