Dragonite as a Venusaur counter

On this site, Dragonite is listed as one of Venusaur's counters. But the recommended moves are:
Quick: DB/DT
Charge: OR/HU/DC
Why? Only Hurricane is effective to Venusaur.

OR and DC do enough pure Damage to make up for lack of SE.

Dragon + Flying type means Dragonite 2x resists Grass moves.

People can have problems with true statements. Hardly surprising.

Even a SW/H Dragonite will do more damage to Venusaur than any of the double dragon movesets.
Why is it not listed then?
EDIT: I see a downvote. Why do so many people here hate steel wing dragonites so much?

I'm not aware of the larger significance of downvotes... Possible the site is hesitant to recommend hurricane as the absolute ideal option b/c it is possible a casual player might roll movesets from outrage to try to beat a venusaur.

I have 2 Outrages and a Hurricane, my hurricane is maxed out for my level, the other 2 at level 30. I value that the hurricane is better in quite a few situations. It is good to bring attention to the raid guide's oversight, espec when every second counts. Players are wise to have a variety of moves and to continually build ideal specialists

I have a DB/H, DB/DC, DT/O, and DT/HB. Still waiting for charge TM for HB.
I use DB/H the most. I don't see much use for DT/O or DB/DC in raids now, it isn't effective to any raid boss. I use them exclusively for gyms now.
