I got a lot of dust and evolved some pokemon during the thanksgiving event. I an level 25 now so I think it's ok spending dust on 1 or 2. Who should I power up?
1- Exeggutor 84%, Confusion, Psychic (1718cp).
2- Golem 89%, Rock Throw, Earthquake (1648cp)
3- Jolteon 91% Thunder Shock, Thunderbolt (1540)
4- Golduck 91% Water gun, HP (1341)
5- Venusaur 91% Razon Leaf, SB (1453)
6- Nidoqueen 87% Bite, Earthquake (1315)
7- Victreebel 100% Razor leaf, Sludge bomb (1296)
8- Exeggutor 89% Confusion, SB (734)
9- Gengar 71% Shadow claw Sludge bomb (1537) (the iv is bad but is the better moveset I could get)

I know its super hard to do but you really dont wanna power up much until you get to level 29. Every time you level up you Pkm will be about 10% bigger then the prior level. Of the ones I see Eggy is the only one Id say might be worth it. Best moveset and a good contribution for any local gym. The rest can be used for training purposes so id recommend keeping them where they are.

I would start maxing out jolteon ;)

Why? I just evolved 20 Eevee's and 3 of my 600+ Cp Eevee's turned into 2000-2300 cp jolteons.

hi
my opinions on this topic are
1) confusion psychic exeggutor is a good one for defensive purposes and it will be highCP in gyms so it's good enough to power up I guess.
(it will have a good CP as well when you power up)
2) if the idea is putting golem in gyms and hoping it's going to defend against fierce attackers like water&grass type pokémons , it's not the right choice.I would not power up, I'd wait for an attacker moveset on golem (would be more appropriate)

3) I'd power up a little bit , not max. It is used for beating gyarados in my opinion and between 1700-1800 cp is enough to do that.(I have the same moveset with 95IV on jolteon) If you are very good at dodging leave it as it is now.

4) Golduck's been nerfed a little bit, so do not bother powering up , it's still good at this level when you train your own gyms. There are better water gun hydro pump attackers to power up I think.

5) good moveset on this and a defensive one , but It won't compete against high cp pokemons such as gyarados , vaporeon and dragonite gym placement wise. Besides, poison attack moves are not the best either in defending or attacking. It does not get the advantage of STAB against certain types (but it is good against mostly fairy and pure grass types which are few in numbers)

6) I think you should not power up , you could spend stardust on other pokemons. I do not say Nidoqueen is a bad pokemon but it isn't worth for the time being. It has a good attacking moveset, though.

7) good and solid one for defense may be you may want to power up , but the big question is after it's been nerfed , It won't be as much effective as It was back then (CP wise)

8) Compared to first exeggutor you mentioned this one is not worth powering up in my opinion and It has low CP and you need lots of stardust on it to make it viable. You should not go for it.

9) Wait for a better one. I have shadow claw sludge bomb with 82 IV but I will not power up.

hope you find this helpful good luck

1 - Power up to 2k+ if you can for defending. Con/Psy is great for a defending Exegg. Yes, defending gyms is bad right now, but they'll change it in the future I'm sure.

3 - Jolteon is useful vs Gyrados and other waters even with low CP. Unless you're rich, I'd keep Jolt as is. Also, I think Thunder is the best power move.

4 - Golduck I've never had use for even with good moves and good cp/iv.

6 - Nidoqueen even with good ratings/cp/moves is still not that great compared to other choices. I regret powering my Nidos up with varying moves.

7 - Sadly, I evolved a 100% Vic only to get 1300 CP with ACID/Solar Beam. While still OK on attack, Acid kinda killed it. I powering it up to 1400-1500 then stopped because I felt it wasn't the best investment and maybe it's useful still with the CP the way it is.
8 - Too low CP imo
9 - Good moves on Gengar, and I kept and use my 51% Gengar with same moves. Works fine. Maybe leave Gengar as is.

My advice, not sure if it's correct is to determine which Pokemon are useful with their low CP but useful moves for attacking (like Jolteon vs water) Don't power them up. Also don't power up an already decently CP attacker that won't get much better. CP is more for defending isn't it? But defending is lame right now. So choose wisely.

I'd save your stardust and only invest in really special Pokemon.

I'd definitely power up your #1 Exegg 84% with Confusion/Psychic if you can get it to 2000+.
Probably the best choice of the bunch listed.
