I was hesistant to ask this question on its own because it isn't a game changing decision, but I do have an Ampharos that I am not sure what to do with.
I could possibly use a charge TM. I caught a higher level wild mareep and I used that luck to make:
Level 29.5; 69%; 2181cp; 4 hp/13 att/ 14 def
Volt Switch/Focus Blast.
My only Ampharos. Obviously rare, especially with my relunctance to buy 10k eggs b/c so many parts of this game went from being unfair, to 5xUnfair.
I do have a Flaaffy level 20; 93%; 793cp; hp 12/ att 15/ def 15 with 39 candies in the bank.
***TMs not that rare to me, I've used them on equally small projects as what this Ampharos would be. My Jolteon game isn't great (450 candies though), a lot of them (15) but never invested dust or even bothered looking up their IVs. Highest one 2298cp.

Don't waste your TMs.
Jolteon is N times easier to get than Ampharos, and is a much better electric attacker. It even has all STAB movesets unlike Ampharos.
Charizard vs Flareon is different, Charizard has the same best moveset as Flareon (FS/OH) and additional (double) resistances that Flareon doesn't have. But both Ampharos and Jolteon have single electric typing, but Ampharos has worse movesets.
Thanks for the wisdom, I've been collecting eevee candies, but I usually trash them immediately if they are below 700cp. I should at least take a look at ones at 650, maybe some will have good ivs.
I'll keep with my original plan to just to show off that I actually hiked a long way to get an Ampharos
