Best Magneton charge move?

So the raid counters page lists Zap Cannon as Magneton's charge move. But Magneton's page gives the Discharge move sets an A and the Zap Cannon move sets a B. So what is actually the best attacking move set for Magneton?

Discharge. But discharge is legacy.

The raid counter lists the move that best opposes the raid boss. For example, Dragonite should have Hurricane to go against Machamp, even though Outrage is considered optimal. Since Machamp is weak to flying, Hurricane does more damage to him, and it has a really high DPS to begin with.
