Best counter for ice beam Blastoise?

Any thoughts?

I did raid with 5 others today and we got our butts kicked by ice beam. Some of the trainers were low level, but still.

Dragonite and grasses get destroyed. I suppose Jolteon is the answer, but most people don't have armies of strong Jolteons. Anything else I'm missing?

No dodging? That doesn't make sense their should be a a utlra super counter for every pokemon type for these newbs.

i.e. dodge the ice beam and you should be fine. If someone is new then they probably should not be attempting a level 4 raid in small enough groups where every bit of damage counts.

As weird as it is, some people will tell you Flareon, Arcanine.

Sorry just arcanine, that is where a Wild Charge Arcanine with Bite would be extremely useful.

Please review Picture, other than Ampharos that not everyone has. He is not a Glass Cannon and will take less damage from the Charged move. Wild Charge is also Two bars with Arcanine's relative high attack it leaves it a better option than Magneton. Even if it has Water Gun obviously the Ice Beam was the killer. Arcanine should just be an emergency option though like obviously grass type and electric until you know the charge move. Can't use a squad of Jolteon on a Blastoise you will still get demolished.
