Golem definitely, I'm holding out on Rhydon because I don't want to wast stardust and then have him evolve and get a bad moveset and have to waste a TM too, I know it's a long way before gen 4, but Rhydon is not that much better than golem. He's only better than golem as a pure ground attacker, and that's only really valuable against a raid Jolteon (Muk and Weezing being too easy to be taken into account), and since Jolteon cannot be solo-ed regardless, having optimal counters becomes less important.
First of all, this is only true vs electric types; vs fire types golem's rock throw has higher DPS than rhydon's mud slap so that's not the case, when those legendaries make their debut they'll be level 5 raids which will probably need a ton of players to clear, so again unless you are really tigth on player count, again, the difference is really neglible.
As for Raikou, he's not on my priority list, as he's a worse zapdos as an electric attacker, I mean... I won't say no a a legendary, but I'd rather have a different legendary than Raikou.
