Tyranitar from raids

I've been doing quite a few Tyranitar raids lately but I have only managed to get one over 90% IV's so far. I already have one with B/C @ 84.4% lvl 36 with 15 attack stat. The one I got from the raid is 91.1% with B/SE (which is the moveset that I want) and 12/14/15 in stats.

Should I power it up or wait for a better one? My main gripe is the fact that it "only" has 12 on its attack stat. At the same time I'm not sure I will be able to get a better one from raids and while I could hatch one which is superior, the fact that I would need plenty of extra candies to evolve it makes it less appealing.

Wait until they rotate the bosses.

It doesn't have a 12 attack stat; it has a 12 attack IV. Big difference. That means its actual attack stat is 263, compared with 266 if it had a perfect 15 attack IV. That is a 1% difference.

Are you seriously doubting whether you should power up a Tyranitar with the exact moveset you want, because it has an attack stat that is 99% of perfect (along with 15/15 and 14/15 in the other IV's)?

All I can say is... Attack is not his most important iv. Ideally you want high ivs in stats that he lacks in ie. STA and DEF. For Blissey Att is the most important. But other mons like Alakazam and Gengar need STA ivs.

I am not powering up any raid Tyranitars beyond level 30 until after the bosses change, as daltry said - you know how much it would suck to catch a 100% B/SE the day after you finished maxing that 91%! However, since 91% B/SE is going to be immediately useful, I don't think it's a problem to take it to L30 if you have the dust/candy.

Just wait.
Attack is the most important stat imo, for break points vs Raid Bosses
