High level, high IV Lapras with WG/HP

Just checked - it's actually a girl!

It depends on how many double-ice pokes you have. If you already have a solid Dragonite squad, I'd leave her. Two TMs is a bit steep. She may be useful against Arcticuno.

ice doesn't resist water but water resists ice.

No. Lapras's attack stat is too low to be used in raids, at least Cloyster is better.
I also have a high level 88% IV Lapras, but I'm not going to TM him.
