No raid pass today !!??

Yesterday I used a holdover pass, and immediately picked up a new one. Today I used that pass, and I have hit 4 different gyms but haven't been given a pass. I thought the timing was at midnight? Is it on a 24 hour schedule?
EDIT for clarification:
I used a holdover pass yesterday at around 9 AM, The very next gym that I spun gave me a new pass for the day. I had already spun quite a few gym stops between 8 and 9 am, before I hit the raid.
Today, I used the pass from yesterday, and then I hit a few gyms but haven't been given a new raid pass for today.

Did you pick up a new one yesterday? It sounds like it, but was it before midnight? If so, check your bag. It might be there without you realizing it.

If you spun a gym today before you used the pass you wont get another one, game thinks you have had your raid pass spin for that day already

I haven't noticed that to the case.

That's not true. There have been multiple times that I've carried over my free pass, spun lots of stops and gyms, used yesterday's pass, spun a gym to get a new pass.

I don't know what happened to you but I normally carry over a pass and use it. Then my very next gym spin gives me another pass.
