No... If you don't know how ditto works here is a friendly simplified explanation. So say you have a lvl 1 ditto and use it against a Dragonite that is lvl 33 the ditto will transform into a lvl 1 Dragonite not a lvl 33. Hope this helps.

Or more simply: If it was so; anyone could solo a 4 tier boss using 2 dittos...

Maybe one day there will be a mega ditto evolution! (Yeah, no idea what those words mean) I have 172 ditto candies and my best one is level 28@50%.

I caught a level 27 82% IV Ditto. Could it be used to fight Pokémon that are weak to themselves? For example a Gengar?

I was thinking the same. but, if ditto transforms into gengar is it weak against gengar then? or does ditto retain its resistance to gengar after it transforms. I watched a you fight gengar vs ditto and couldn't tell, pretty even match up.
