You know I'm the proud trainer of 3 red Gyarados... But got all 3 of my shinykarp during the event when the odds must have been much higher than now. You seem to be the only one here who gets them on a regular basis (me, jealous? I guess so ;)
Can you give us some more info, such as your biome, how many karp you typically catch (daily?), other helpful info.

I do most of my playing on the touristy strip of a cute Hawaiian town. Its right on the cost and filled with resorts. This is my fourth one caught in this 1.5km strip. I got 2 others at distant but beautiful beaches. And finally one right outside of a sprint store that was converted into a new gym immediately after opening. It should be noted that there was a cluster of three gyms and I placed shines in all three, left, returned in an hour, and caught the karp.
I used to tell people to wear the hat and everything orange you can. I caught the last two without the hat or any orange at all.
I used to click every Karp I see. I still try to but I have missed a few here and there - mostly due to being in the car.
My IV pattern also was broken with this one. From the beginning it was 71%, <50, 73%, <50, 75%, <50. This one was impressive and I expected it to be 77%. However its 69%. Not sure what else there is to say. Let me know if you want something specific.
