how good is an 84% iv pokemon

I've got an 84% iv charmander,13/11/14 charmander,should I evolve it? I'm not pretty sure about how good is it since i have an 11 iv as attack, would u evolve it? I have a diference of 77 cp on lv 39 as charizard

84% is misleading. The true percentage is:
Attack 223 + 13 = 236 = 99.2 %
Defense 176 + 11 = 187 = 97.9 %
Stamina 156 + 14 = 170 = 99.4 %

If you had 0% IV then you still perform 93.6 %, 92.1 % and 91.2 % respectively. Since defense and stamina effectively multiply, 0% IV would make you last 16% shorter than a 100% IV. You are missing 2.7 %.

So basically if you are asking about fighting skills, 84% is essentially the same as 100%. The only reason not to evolve is as a collector. Then again, Charizard is not a great fighter so in this case I think you should just in general not worry about it.

Charizard with Fire Spin/Overheat is actually one of the fastest attackers in the entire PoGo. It is also the 2nd best fire type, only losing slightly to Flareon.
Additional double resistance to grass is also great when fighting Venusaur, as Venusaur can only learn grass quick moves.

I wouldn't, but I have a 97% already, so that sways my opinion. I love Charizard. One of the coolest looking beasts in the game. If you want to use him/her for battles I would hold off for a 92+.
