Using Charged TM on

I have the following options:
98% Venusaur VW/SB -> want SoB, but could get PB
91% Espeon ZH/P -> could get Psybeam
100% legacy Gyarados DB/Twister
and some other like Houndoom Arcanine etc.

If you don't have a good grass-type attacker, use it on Venusaur or level up a BS/SB Exeggutor if you have one. Confusion is the better move for Espeon offensively, so wait until you have a fast TM to spare and use it for that. Psybeam and Future Sight are both better than Psychic. Don't use TMs on legacy Pokemon. Moves can change, for better or for worse, and some day Twister might be viable again. This stuff is really quite simple to figure out, and all the information you need to make an informed decision is available to you, for free, on this website. Think for yourself next time.

Zen Headbutt is really close to Confusion for offense, not worth a TM.

More importantly, confusion is legacy, so there is no way he is getting that with a TM! ;-)

Confusion is not legacy for Espeon, neither is it for Alakazam.

Check out this creature going on a Q&A and then complaining when someone asks a Q, having already A'd it. Takes all kinds, I suppose...

And then you advise them to hold off on gyarados with Twister, a move that albeit it is legacy, has been guarados's lowest dps move since launch.

Change Twister to something else, but could get Crunch.

SoB is the best for Venusaur, but PB isn't that bad for dodgers.

Psychic itself is inferior to Future Sight. Psybeam is just like a Psychic version of Water Pulse, and is also less risky in raid battles. In my opinion, the only viable charge move for Espeon attacking is Future Sight. Others aren't the best, but Psybeam ones can be used on defense.
