Max level to upgrade pokemon?

What is currently the max level a pokemon can be? My friend told me that the power up button disappears once a trainer hits 38 but yet another told me that it disappears at trainer level 39.

Level 40 if you use multiple devices, 39 if you don't.

And how do you get it higher with multiple devices? Please explain for those of us still mired in the mid thirties.

you just open the game in the three devices and power up in them all

Login on 3 devices (same account) and power up your mon on all three devices simultaneously. It will cost dust and candy and I believe this can be done at any level for any mon that isn't already maxed.

So the power up button disappears at trainer level 38 then? So if my pokemon was lvl 38.5 and I hit trainer level 38, that means I can only power up my pokemon once to hit 39? Unless I use the three device trick.
