Can't determine specific IV for Pokémon

So I have this Chansey (I don't think it was hatched) that I really want to check the IVs of. I want to know the exact value, not a range. I entered in the stats and got three possible ivs, 82, 89, and 91. I then refined it and the 89 disappeared. It was down to 82 (15 14 8) or 91 (15 13 13). I refined it three more times but it couldn't figure it out. I didn't want to waste anymore chansey candy unless I knew it was going to find the exact values. What should I do to determine whether it's 82 or 91?

AFAIK, the only thing you can do is power it up and check again.

You must be doing something wrong, usually the last phrase on the 80 and 90% range are different, but if this is your only high IV chancey u could power up or even evolve her

Before powering up:

277 cp
179 hp
800 stardust

After 4 powerups:

363 cp
205 hp
1000 stardust

After 5 powerups:

385 cp
211 hp
1000 stardust

Appraisal:

Wonder (team mystic highest)
Stats exceed (highest)

I've found the same results, I suggest you to download an app that takes into consideration the arc above the Pokemon. I use calcy IV for Android is the one I use

I have a wild caught Vaporeon, Poke Genie says there are 2 possible IV combinations even after entering appraisal, they will always have the same CP no matter the level.

Why do you care? A 15-14-8 HP-ATK-DEF Blissey at level 35 has a CP of 2925. A 15-13-13 one has CP of 2935, a mere 10 points more. For Blissey, only the ATK stat is really relevant. Not that Blisseys are really relevant at all nowadays.

I agree that you are digging a huge dust and rare candy hole, I lament anytime I turn a level 20 800cp Chansey to a 17**cp Blissey. You are practically raising a baby Chansey
