This is true, but you don't want to power a Rhydon with lousy IV's past 30. For the ultimate attacker, you need high IV's, high level, and perfect moves. But you don't need ultimate attackers to defeat mons in raids, you just need enough people. And ultimate defenders are not needed any more in the new gym system. :( So I agree with you.

With the dust nerf on gyms, I don't see myself powering up level 20 eggs/catches with high IVs anymore compared to just evolving a level 30 with crap IVs.
A perfect Rhydon lets say you evolve from an egg, would be 75,000 dust just to get to 30 and 66 candy at 2829
A 8/8/8 Rhydon at level 30 would 2659 and Zero candy. In fact, you could have 2 Rhydon's like this for the same candy factor and not even touch dust at all.

IV is LESS important, I agree, but I wouldn't say it's meaningless.
The difference in damage output between a 10% IV pokemon and a 100% output is still pretty considerable. You wouldn't want to power it up even if that 10% pokemon was caught at a very high level.
But yeah, in this new metagame, I would no longer go crazy about having a 70% pokemon anymore if the level was high.
Nope. My strategy hasn't changed. I collect and power up high-IV mon for myself. With few exceptions, I don't keep any that are lower than 82%. It's not because there's an appreciable difference between a 79% and an 82%. It's because I want all of mine, especially the top-tier ones I enjoy using, to have the best possible in-game rating.
The higher your trainer level, the higher the IVs of your mons will be when you found enough of each mon over and over... You just can't hold all mons with good IV.
I threw away the lowest IV ones after finding a better one.
Now nearly all of my 82 to 88 % mons have gone to heaven because I found better ones while grinding and hatching for a long time.
So now I throw away nearly all mons under 91% IV with some exceptions for rare mons. They are not worth to stock them anymore. And my bag is full with 91 to 100 % mons. Actually I have 970 mons. I only power up the strongest and keep some lower ones I powered up already.
So keep your dust and candies till you find very high IV mons. After grinding and hatching you will have enough dust and candies to power up your best pokemon. Don't waste it to weaker ones for the moment. You just will regret it some day... Patience is a big part of the game. And you are prepared when breeding comes into the game.
Movesets, especially legacy ones, are definitely more important than IVs. I have a 77% DB/DC Dragonite which I evolved before I knew what IVs were, all I knew then were the first statement in appraisals (Instinct: room for improvement, pretty decent, really strong, can really battle).
Normally I wouldn't power up something at that IV, but she is my only Dragonite with that legacy moveset, and I'm slowly powering her up.
But now with TMs, non-legacy movesets are less important than before.
But if you already have a high CP (level 27-30) best moveset Pokemon, it is still usable. I have a level 30 wild caught DT/HP Gyarados at 46% IV, and I had been using him in gyms anyway before the update.
That is only true for Pokemon that you do not want to power up past level 30. For Pokemon that you plan to power up beyond level 30, you should go with the highest IV.
To solo a 3 star boss, you will need to power up your pokemon past level 30.

It's actually the opposite. With the addition of TMs and scarcity of stardust, Niantic has revealed that high IV pokemon is the way to go if you intend to play PoGo long term. Something that made sense from day one for many players. Evolving high level crap IV mons would only benefit casual players who consider quitting the game as soon as they lose interest. I'm glad that I always prioritised IV to invest stardust. Now I feel that I've saved a lot of grinding effort. All my mons are ready for the current meta and I am only investing stardust in my 100% IV with bad moves. Because they can be fixed now!
