Use TM on Tyranitar?

I just beat down a Ty raid and caught the 82.2% IV ty. Of course his moves are Iron Tail/ Fire Blast. I have a 2820 CP 97.8% IV Ty with Bite/Crunch already and about 15 candies right now.

Should I bother using the Charge TM on this guy to make him a gym defender? Or save the TM and just try to catch another from the Raids?

Hold to the TM for now , don't you have other needed candidates?

I could turn my 12/12/13 Lapras w/ WG/IB into FB/IG. I could turn my 15/15/13 Dragonite w/ SW/HB into something better....

Bite and crunch will be better than B&SE once the legendaries are released in my opinion. I definitely think you can jus keep a B&C tyranitar how it is

Save the TM for now. But once you have enough candies to power it up to where you feel it'll be useful for raids, and you have both types of TM, that's when I think it would be worth spending resources on if you haven't gotten another Tyranitar by then.

Previously it had value as a defender because it would sit above the defenders that were actually good at staving off attackers, such as Snorlax and Blissey, and you wouldn't get shaved off, so every day you're getting 10 extra coins due to it's high CP.

I don't think it's a great defender with how gyms work currently - having high CP is no longer relevant, since staying in gyms longer than 8 hours and 20 minutes each day has no benefit, you need to be kicked out of a gym to get your coins, and higher CP doesn't change your position in the gym.

While Pokemon with 3000 CP or higher have faster motiviation decay - so it takes less time to reach low motivation and therefore get kicked out, which is actually a good thing currently - you could just put in a weaker Pokemon instead and it'd also be easy to kick out.

You were lucky enough to find a Tyranitar raid, what's to say that you won't get lucky again and find another one before you get the resources to power up and TM this one?

If you're super "unlucky" you could get a second Tyranitar with the same moveset, but you still get candies from raid bosses if I'm not mistaken, so it's still saving you 50 km of walking. If this is untrue, the rest of my statement is still sound.

If you do get another Tyranitar and it doesn't have IT/FB then you only need to spend one TM on it. If it has B/FB then you only use a charge TM and you're guaranteed a good quick move since both Stone Edge and Crunch are useful, and if it has IT/SE or IT/C then you're guaranteed Bite with a quick TM.

Use the fast TM first on IT/FB. B/FB is now A-rated too, the main problem is poor type coverage though.
