Of both Gen 1 & 2 Birds, Dogs, and Whatever you call Mew and its duplicate. and yes Celebi. Which legendary are you most excited for? Lugia with a close Zapdos i am excited for.

Mew and Articuno would be the ones I'm hoping to at least see. I don't know if it will get enough people out of the house to raid though. Even the lvl 4 raids here are barely sought by people. I've seen a group of 6 people around a fountain for a raid once, but that was the only time I've seen raiders while I could not participate. When I do participate... there are no raiders. Good thing I just take on low lvl raids.
Other than Snorlax, Ttar, and Lapras i skip the level 4 raids. as scarce as passes are and for the difficulty i will either just wait for one of those 3 a level 3 Machamp or solo a level 2 in hopes of good rewards. I think it is absolutely crazy you get the same amount of xp for each raid. Should double per, and yes i am saying 24k xp for a level 4 Raid, did my first those things are crazy hard.
Yeah, I skip the 4s too (not really that interested in what they offer yet anyway, I have a Pupitar, and while Snorlax is a good defender, I'm mostly about attack than defense). I just want the eevee lines and the Johto starters (caught all starters but I'm looking for better ones). Hoping there will be an eevee or starter nest at the parks near me though, I like building them up.
And lvl 3s are a good way to measure my team's strength.
You just stacking up on Eevee candies or just Stronger ones at this point? Eevee all over my area, have over 600 Eevee candy waiting for a solid one for Leafeon and Glaceon. Maybe make a couple more Espeons to help with Machamp. I am just curious how often they will change out Raid bosses because Ttar can be easy to get now, but what happens when he isn't a raid boss for another 6-7 months? He was probably a bad one to start with just because people spent so much time getting them.
I am not exactly stacking up on them (though I did save a lot of them), I first want to own 1 of each (but on the condition that the eevee i'd evolve is at least over 80% IV) so, I only have a max def Umbreon so far with 84% IV. I am searching for an 80%+ Eevee with max attack (or max def & HP & 14 atk) to turn into Jolteon, and anything that will have max def & HP, or just max def or HP, will be either a Flareon or a Vaporeon. Anything with max attack after I get Jolteon will be an Espeon. And from then on I'll keep saving for better and better versions until I find 100% IV versions for each.
So I'm waiting on nests to see if I can find a good enough eevee, since almost all my egg hatches somehow end up with less IVs than I'd want, that Umbreon was a very rare hatch.
