No.
PC, ZH and C are pretty on par for fast psychic attacks.
Save the TM for more useful changes.

For raid bosses (like Machamp) you probably should just spam anyways...

Right now, I wouldn't use any TMs. We don't know how the latest update is going to shake out. Dragonite with SW/HB might be the best attacker in this new version. Looking forward to doing something to my Lick/Earthquake Snorlax, but will wait until we have more information before I act.
