I guess most people will tell you not to do it.

If you have a few hundred Snorlax candy and the stardust needed you could try to make this Snorlax useful, but even then I think it would be better to wait for another Snorlax with higher level.

That said, I am considering a similar thing. I have a Snorlax with 98 % IV, 15/14/15, level 6.0 and 552 CP, Zen Headbutt and Body Slam. After the Halloween even I have 73 Snorlax candy, and during the current event I collect lots of stardust. Using 74 candy (sacrificing a lower IV Snorlax) and 72400 stardust it would reach level 25.0 and 2390 CP. On the other hand I would need another 78 candy to max it out at my current level, 32.

This is not my only Snorlax, but none of the others have such good IV. The next best is 71 %, 15/14/3, Lick and Hyperbeam at level 10.0.

9 snorlax candy.... No not for the moment.

The moveset isn't the best moveset either... but a 91% snorlax will give You most of the time a good spot in a Gym.

Up it when you got all the candy, You never know if You get a better one in that time

That is always a good idea, not to evolve or power up to much until you have the candy for it. You could get a better Pokémon while waiting.

This Pokémon will be good for one thing, being a buddy. Make it your buddy and gather more candy for the moment you happen to get a better one, preferably without Earthquake.

Don't do this. Although ZB and EQ are a great moveset (every moveset on Snorlax is great haha), you'll probably find a Snorlax with lick/HB (attack) or ZB/HB (defense) faster than the time you would need to make this 47 cp Snorlax good.

Movesets are more effective than IVs. An attacking Snorlax with 0% IV and lick/HB would definitely beat a 100% defender with ZB/EQ. IVs are nice once you already got the perfect moveset. Or if you just want to stay higher on the gyms, don't mattering if your Pokémon would be able the defeat some enemies or not.

I powered my snorlax from cp 43 and now its cp 2700. Two things to take into account:

1) I havent seen a snorlax in about 2 months.
2) Its high CP.

If you have a twitter tracker in getting snorlax more frequently then wait. If you are not patient, then you might never get your snorlax. Yes move set and IV is a factor, but if you cant find snorlax anywhere, then just power it up and walk it. My snorlax was walked like 180 km to power it up.
