Hi! After the Fire and Ice candy I have gained enough candy for a Dewgong, Cloyster, and Arcainine. I'm currently level 28 and want to know, that if I wait until I'm a higher level will that effect the CP of the revolved Pokémon.

No, you can check the CP of the evolved Mons I the IV calc on this site.

It won't matter, at a higher level you can power them up further if you like the movesets, but the evolution is identical and final CP will be based on the PKM level, not yours, along with the IV's of the PKM (which don't change with leveling or powering up). You can use the calculator on this site to see what the final CP will be, if you're interested.
