Calm down folks ;) I thought the same with regard to tracking associated to poke-stops only..but I saw multiple tracking with the location on a very rural road. The image on tracking was just the shrubs and Woods(likely from Google maps). It is also near a large body of water, so I assume this is in a fact a "habitat".

How will the new tracker affect the rural players with little to no Pokestops? Will there be any exceptions?

At present it is limited to showing you Mons that are near particular pokestops.
Chick on the mon it show an expanded view click on feet and it show you how to navigate to that stop.
So the effectiveness depends on whether there is a mon you want near a particular stop and how easily you can get to that stop.
As I get used to it, it may come in useful in some circumstances.
I think it is a step in the right direction, but they need something for closeby mon, not necessarily near a Pokestop.
I think they need to work to improve it rather than discard it.
