New moves would have been listed in the data mine of the update. Before gen 2 came out all the new moves were known because it was in the code of the game
So new moves aren't possible right now. But legacy moves could be reactivated and they could shuffle the moves up so Pokemon could learn moves they couldn't before
At least from what I know anyway. I could be wrong
