Why Lapras would be a good defender?

Jolton can take it out easily.
Around time of launch, Lapras hits close to 3k cp max whereas jolton max out around 2k. Then Jolt subsequently a cp boost, Powerful TB boost, and now SE boost. The worst part is Lapras nerf.
How is Lapras still relevant?

Yes, but IS variants do more on defense than FB or WG, which was my point. You are correct though.

Plus I'm thinking of eventually switching one of my IS ones to a HP quickmove to give it coverage against even stronger attackers. It's not like the Jolt/Lapras matchup is much more one sided than most any others.

Blissey (Z/P) will punish machamp.
snorlax (z/bs) is no longer as powerful when you bring a golem/don.

So you are stating the obvious fact that there are 2 defenders, and the rest are crap. And Blisseys aren't exactly hard provided you dodge the charge moves...

But since gyms can only have 1 Blissey and 1 Snorlax, who are you going to put in?

Eggy has a double weakness AND is weak to fire. Using your example, Slowking and Slowbro are destroyed by Jolteon even quicker than Lapras is. How is your Hypno going to fair against my bite/crunch Tyranitar? Vaporeon? Vaporeon has the same stamina and defense as Lapras, but lacks a quick move that does any real damage.

Or maybe a Muk (poison resists fighting, right?) Just something to counter Machamp is what I would put in.

Lapras is relevant because it is tanky and has better typing than the most of the more powerful defenders (Normals are an exception). That said, it's nowhere near on par with Blissey or enough for a serious trainer to give it a second thought. However, it will do more damage than most gym defenders.

Jolteon has a 1x SE attack without resistances and is relatively weak compared to other alternatives. There are much better alternatives. The best option may turn out to be a double fighting type Poliwrath, which has SE attacks and resists both Ice and Water. RT/RS Omastar should also be excellent... better against an Ice Lapras. It is SE, resists Ice, and does not get destroyed by water like fire options (WC Arcanine, SB Typlosion).
