Is there a way to end shaving?

Anybody have any guesses of niantic is planning to curtail shaving some how? I can't really think of a good way other than you can't just kick a mon out and then replace them immediately. Maybe you need to take that gym all the way down before the slots are refillable?

Their best way was thrown into this update IMO. Make it not CP based for a top spot. so now you may have to battle the strongest pokemon first in order to even clear up room.

Shavers would have to take the whole thing down, very counterproductive. Though if there's a neglected 'mon it could be forced out before others, but then it'll return to its trainer with coins, so no big loss.

How would shavers have to take the whole gym down? Isn't shaving the same now if all 6 slots are filled battle it a few times kick 1 mon out and now your last in so last to be kicked out right?

Maybe they stay in longer because gyms will be easier to take down and no longer level 10 blissey but you are still last out so I don't think this solves shaving at all.
