Any ice pokemon will do well since dragon has a double weakness to ice. Gyarados with dragon moves will also make quick work of dragonite, but most likely won't be useful for prestiging.

Lapras
([Cloyster])
([Jynx])
Piloswine
Granbull
(Clefable)
[Sneasel]

Here's two lists of speed and survivability relating to beating Dragonite, as taken from the "Besting the Big 7" article that was posted in Gamepress.

If you want speed, the list is here:

  1. Jynx
  2. Dragonite
  3. Piloswine
  4. Cloyster
  5. Granbull
  6. Golem

If you want maximum HP left after battling, these are the best options:

  1. Lapras
  2. Dragonite
  3. Tyranitar
  4. Cloyster
  5. Gyarados
  6. Golem

This final list isn't really formal, and is just based on my opinion, but I feel these combine speed and bulk the best. I added on Scizor and Kingdra because despite not being on the top Dragonite counters graph, they are very effective (from experience) with the right moveset, CP, and good stats. Scizor resists all of Dnite's moves sans Hurricane, and hits hard neutrally with Bullet Punch/ Iron Head. Kingdra resists Steel Wing, and can hit hard with Dragon Breath/Outrage, but is weak to Dragonite's Dragon type attacks. The following 6 attackers have consistently proven to be effective against Dragonite for me.

  1. Lapras
  2. Dragonite
  3. Cloyster
  4. Scizor
  5. Golem
  6. Kingdra

It depends on how you prioritize speed vs health, as well as the movesets. For example, my P/HB Blissey can make it through ~4 Dragonites in a row. This can be a great benefit when taking down a tower.. I use heavy hitters to take down the Blissey(s) at the bottom, then use my Blissey to make it through a large portion of the rest of the lineup. It's also nearly immune to the dogde/revive loop and forgiving if I miss dodges or choose to not dodge at all.

However, if I don't care about health and want the win the battle as fast as possible, then I'd choose FB/A Jynx. If I don't mess up any important dodges or get stuck in the dodge/revive loop, then I can beat a Dragonite in under 20 seconds, sometimes closer to 15. It also has low enough HP to be healed with regular/super potions, instead of hyper/max. I

Lapras falls somewhere in between these two extremes -- tanky enough to make it through multiple Dragonites in a row, but not as many as Blissey.... quite a bit slower than Jynx, but still much faster than Blissey.. It may be faster than Jynx when you consider reduced overhead time from fewer lineup of 6 selctions, less time spent on revives/potions, etc.

Dragonite is probably the best overall balance if the defender does not have Dragon type attacks. However, it is inferior to certain ice types if the defender does have a double dragon moveset.

So in short, I usually end up choosing either P/HB Blissey or a double dragon moveset Dragonite, depending on how rushed I am for time, how many defenders I want to get through in a row, and defender moveset (if known). One additional reason I favor these over Ice types is I don't need to switch out -- they'll usually work well for the preceding/subsequent defenders in the lineup. Another is I sort by CP, and they are at the top. I need to scroll down pages to get to Ice types.

I second Blissey if you need to take out multiple Dragonites in a level 10 gym. I too can roll through about 4 Dragonites. My Blisseys actually have DG, which is even better against Dragonites.

I would be curious as to how a big Lapras would compare. I don't have a double ice Lapras that is worth powering up, just a IS/IB one that is around 1900 cp. The thing with Lapras is you would need to dodge...with Blissey, tanking the hits is my preferred method, as it charges up her charge moves a lot quicker.

Probably

1.Cloyster
2.Lapras
3.Piloswine
4.Dragonite
5.Seal

HM.Gyarados

It's such a mediocre defender that you don't even really need an ice attacker. If a Dragonite sits after a Gyrados I don't switch out an electric attacker as it will often finish off the Dragonite as well. Rock Throw Golems also make mincemeat of Dragons even with just a single weakness.

Another expert dodger here I see...Jolteon can barely withstand dt from Gyarados, let alone from Dragonite.

Lousy dodger actually :-)

Yes Dragon Tail is a decent hard-hitting defensive move, but I rarely encounter them in the wild (your area may be different). If your facing SW/H or SW/HB they're not that bad.

Don't forget, Dragonite might have a fair bit more HP than Jolteon, but doesn't have any better defence stat. If you can hit Dragonite hard and fast before he can do too much attack damage he's not that bad. I'd much rather attack a Dragonite than a similar CP Snorlax or Vaperon.

  1. Lapras (FB/B or FB/IB)
1a. Kingdra (DB/B), but only against SW Dragons
  2. Gyarados (DT/O)
  3. Piloswine (PS/A)
  4. Cloyster (FB/A or FB/B)

I didn't rate Jinx because I don't have any high-level double-ice Jinxes, but my CP ~1400 FB/A Jinx never seems to do as well prestiging against Dragonite as similar-CP Lapras, Cloyster, Piloswine, or Dewgong.

i really like using my 2875 100% Golem with RT%SE
But my 2507 Lapras with IS&IB can run through 3 or 4 Nites with perfect dodging.

I use Golem too, even Rhydon with SE, but the steel wing variety really put a dent in them, especially Golem.

Glaceon will really hit D'nite like a truck in the future.

I'm late to this party, but this is how I would rank them...

  1. Blissey
  2. Lapras
  3. Gyarados
  4. Golem
  5. Rhydon with SE
  6. Dragonite

I don't personally use glass cannons like Jynx or Piloswine, or pokemon that take SE damage, with the exception being Dragonite, as he can make real quick work out of one. Golem and Rhydon are the wildcards, as I might use them against a diverse gym, but I would not choose them over the first 3.

I never really had a good Cloyster, so I did not include him, and steel wing hurts the fairies quite a bit. I did just evolve my first Grandbull (the last pokemon I needed,) so I intend to try him out, but I assume he will have the same issues.

Dodge bug just make the glass cannons hard to use period...I have multiple 2200+ Lapras and even get dodge bugged against Outrage...Without outrage/dodge bug, you can make it through 2+ Dnites easily...

I hope to get a FB/AV Jynx with great IVs and take her to 30, but no such luck yet...I do have a 91% C/AV one with good IVs, but Confusion is slow and still, like most mentioned, unimpressive vs. Lapras still in getting through multiple Dnites.
