Cloyster Question?

I got a pretty good Cloyster. It's not perfect. It's got 82-86% IV and it's moveset is Ice Shard/Hydro Pump. I wish it had Blizzard but should I continue to power this one up or should I look for one with Blizzard?

Finding another will not be hard because I already have enough candies (114) to evolve a Shellder two times over (only need 50) and I see about 30 Shellder's a day so I can always get more candy. I live near a bit of a local hotspot for Shellder, Magikarp, and the like which is nice.

I just gotta find one Shellder with good IV's but so far this 82-86 is the best one I've found out of like 80 that I've caught so far.

(If it matter's there is only 5 possible IV combinations and none of them goes below 13 ATK but none go higher than 12 STA. It's either going to have 13-14-15 ATK or 11 or 12 STA. If that helps with suggestions on what to do.)
