lvl 1 Dragoran Prestige

Very rarely will you see any gyms with sub-100 CP defenders.

I would concider maxing this dragoran out. DT/Hu is the second best moveset, and if you compare candy cost for leveling up with candy cost of two or three new evolutions (chances of 1:3 to get a STAB-moveset), you will surely notice, that leveling up this dragonite is a conciderable option.

It will serve you good, as either attacker or defender.
Maybe i would wait a few days until the consequences of gym-rework are known.

Seems like a better candy investment than gambling with evolution. Plus you get to try prestiging with it after powering up a bit.

i think it works out to be about 56 candy and 45k dust to get it to level 20 (hatch level)

the chances of getting an equal or better moveset are only 1/3 from 125 candy

so looks worthwhile to me.
