Cloyster movesets

So I have 2 Cloysters:
1: CP 2143, IV 58 (10/01/15) Frost Breath/Blizzard L33.5
2: CP 1717. IV 84 (13/14/11) Frost Breath/Avalanche L25
(IVs are Att/Def/HP)
I have always been using (1) as a Dragonite counter for half a year, he was a wild catch, and I just evolved (2) yesterday.
I will probably hold off all powering up until the gym rework, and use (2) as a prestiger.
But, which moveset is better, and should I power up (1) if the rework doesn't affect moves?

Do you get a lot of overkill with Blizzard? Do you still have a bit to go after you fire a blizzard? If the answer to either of those is yes, avalanche might be for you.

Frost Breath/Avalanche is much better than Frost Breath/Blizzard. It's not even close.

The difference between FB/BL and FB/AV is just like C/CC and C/DP for Machamp.

I think Blizzard is a much better move than CC. It's a little slower, but blizzard does 30 damage more.

Definitely think FB/AV is a much better moveset. At gym-relevant CP ranges, I typically end up wasting half a blizzard at least. I basically don't use my blizzard cloysters anymore, now that I've got plenty of avalanchers (both cloyster and piloswine)

2nd pokemon better as atacker and as prestiger. AV better then BL in any point of view
