CP or IV?
Let's say you're going to power up a Pokemon and have multiple candidates with the same moves, but different stats and only want to do one. They are to be used for attack and defense. Do you choose the one with the higher CP or better IV's?
I have some Pokemon that have 15 attack stats with higher CP, yet lower overall IV percentages and can't decide which to choose to power up.

I go always for IV, been doing this way since almost day 1. I know not everyone does the same but my thoughts are that if something can balance the game is giving less importante to CP and Niantic is probably considering something like getting rid of CP or make it less important.
A reason to go for IV, the CP might change in the future, a good IV mon will stay the same always.
IV all the way. I only recently even began evolving non-wondourous mons, and that's only because a select few, when level 30 are viable for immediate use without powering up. I'm 14 candies shy of a 65% Tyranitar. Normally I wouldn't even evolve something that low but his immediate CP will be over 3k. Exceptions will be made unless of course one of the next Larvitars I encounter are in the 90's
What is being asked about though is deciding between a specific mon and would help to know which one. For example i believe it is better to evolve at 93 IV chancy with 15 attack stat than a 98 IV chancy with 14 attack stat. The 93 with have a higher IV by 11 cp points. I reallly think this question is specific to the mon in question.
Which mon are considering?
I will add that if the pokemon is going to be used for Prestiging than IV doesn't matter.
Consider a 100% Level 15 Venusaur with 1100 CP versus a 80% Level 16 Venusaur with 1100 CP. All that matters is the 1100 CP until Niantic starts to use the level number in the calculations. So the bottom line is that pokemon with the best IVs should be powered up all the way to really benefit from the great IVs.
